FOURTH LLOYD'S REGISTER EDUCATIONAL TRUST LECTURE
A CONTINUING PROCESS IN SUBSEA TECHNOLOGY

Playback Event Details
Dr Bil Loth, WD Loth and Company, United Kingdom
Visiting Professor, National University of Singapore

19:00-21:00,  Lecture Theatre 6, NUS
Organised by Centre for Offshore Research & Engineering, NUS
 SYNOPSIS
Development of subsea technology for hydrocarbon production has traditionally stemmed from surface operations not necessarily in the oil business. Military research and development has often been the source of the technology required for progress. This is an ongoing process with the vastly greater research and development activity of non-petroleum sectors often providing technology for adaptation to subsea production operations. This process has left subsea technology with legacies that are deeply embedded in current practice but not necessarily optimal in the light of evolving technology. The process also provides an oracle (probably no more reliable than any other) predicting how subsea technology will progress. The evolution of maintenance systems, control systems, and subsea trees are reviewed in some detail to illustrate the development process and to project evolution of these components.

RUSSIA BETWEEN THE USA AND CHINA IN THE 21ST CENTURY

Playback Event Details Event Details

17:15-19:15,  Seminar Room 3-1, Manasseh Meyer, Lee Kuan Yew School of Public Policy, NUS
Organised by Lee Kuan Yew School of Public Policy, NUS
 SYNOPSIS
A major shift in the balance of power is imminent. The USA's role in the world economy and finance, although still dominant, is declining. In 2010, China has become the second world's economic power. Yet, the USA remains a dominant power in the military and political area, as well as in the field of culture, information and high technology. This creates a dilemma for Russia's foreign policy.

Will the Western alliance or the dynamic China, or both of them, be partners to Russia in this modernization effort? And what are the preconditions for their successful involvement in Russia's economic development? Shall Russia opt for joining NATO, thus sharing a part of its sovereignty and becoming part of the West, or remain an independent center of power? How is it to avoid becoming a huge "prize", given its territory and natural resources, in the inescapable fight for power and influence between the two future largest players on the global chessboard - USA and China. These are the issues facing modern Russia and its foreign policy.

 SYNOPSIS
The power of the state is back. State-owned corporations around the world are quickly growing in their size and scope and exerting their influence in global markets through cross-border acquisitions. They are fueled by sovereign funds and other government agencies that have the backing of large accumulated foreign currency holdings in the countries in which they are domiciled. Is their ultimate motive in pursuing cross-border deals an economic return on investment or a political one of maximizing the state’s power? Do their acquisition choices reflect a bureaucracy burdened by waste and political cronyism that afflict the governments that control them? What are the immediate and longer-run economic consequences of their cross-border acquisitions for the target firms and their shareholders? Should governments of the target firms introduce regulations to limit or block such acquisitions? This talk will sketch out the extent of sovereign acquisition activity as a new force in global capital markets and will describe surprising, new research findings on the motives for and economic consequences of this activity.

 SYNOPSIS
Hedge Funds have become one of the fastest growing investment vehicles over the last decade, but come in so many shapes and sizes that it is hard to know what they do. The session will focus on strategies that investors should seek out to increase diversification in their investment portfolios, truly risk managed or “hedged” strategies. The speaker works for one of the most successful Singapore based hedge funds, focusing on managing a portfolio of volatility related strategies to protect and preserve investor capital.

We will discuss what one should look for in selecting hedge fund managers, as well as how to use options and other volatility strategies to manage downside risks. The session will touch on many myths and assumptions that are built into markets and traditional investment strategies, leading to much of the asymmetry and imbalances that exist across markets today.

 SYNOPSIS
The foundations for further strengthening our trade ties are strong. Today the European Union is Singapore's largest trading partner and foreign investor. Bilateral trade in goods and services exceeded S$110 billion in 2008. Conversely, Singapore is the EU's foremost trading partner among the ASEAN countries: about one third of EU-ASEAN trade is with Singapore and Singapore is the EU's fourth largest trading partner in services. This free-trade agreement marks a new beginning in the EU-Singapore bilateral relations. It will indeed strengthen EU-Singapore ties, providing new opportunities for traders and consumers alike, and contributing to generating growth in our economies. For Europe, it will also mark an important stepping stone in the EU's engagement with the ASEAN region.

The Doha Development Round of talks commenced in November 2001 and was aimed at lowering trade barriers around the world. Talks have stalled on several issues - including agriculture, industrial tariffs and non-tariff barriers, services, and trade remedies - with differences among developed and developing nations. India has given primacy to engagements in multi lateral negotiations under WTO and wants an open, equitable, predictable, non-discriminatory international trading system.

Dr Wolfgang Schussel, Former Chancellor of Austria
17:15-18:30,  Auditorium, Level 3, Block B, Faculty of Law, NUS Bukit Timah Campus
Organised by Lee Kuan Yew School of Public Policy, NUS
 SYNOPSIS
Developments in recent years with the rise of Asia make it necessary for Europe to shift its focus from a bi-polar perspective to a multi-polar one. This requires the need for a better understanding and comprehension of Asia, its history and diversity. It would be however, a grave error to write off Europe as a continent of the "Past". On the contrary - it is the success story of the peaceful European integration which provides a convincing demonstration of vitality and dynamism. Europeans can still "think" and will continue to do so in years to come.

There is an undeniable need to learn from each other through open minds and frank dialogues. The world has to be seen as one common heritage, where it is a responsibility for everyone to safeguard the world from forces of destruction for the benefit of future generations. We will have to develop a global vision for the welfare of humanity.

Organised by Lee Kuan Yew School of Public Policy, NUS
 SYNOPSIS
During the last two decades, the world has experienced two interconnected revolutions: one geopolitical, one geoeconomic. As a result, the world is moving to a situation of accelerating unpredictable change - a kind of "permanent revolution". It is characterised by rapid massive redistribution of the world GNP; the start of a new industrial revolution; the deficit of energy, raw materials and food; new rivalry for territory; and the loss of dominance of the models of development. We have also seen the decline of the US as the sole superpower and the geopolitical decline of Europe as China is rapidly taking on the role of second superpower. For the next few years, Russia will retain its position as the third world power, but with unclear geopolitical orientation, it would be difficult to determine its status down the line.

Mobile phone ownership in Asia has continued its exponential growth into 2009, as now nearly 60% of the region's inhabitants own a mobile device compared to only 20% five years earlier. This lecture seeks to profile the rise of mobile telephony in the region, explain how mobile network technology is evolving, explore new uses for mobile technologies in the region and examine the implications for both developed and emerging Asian economies.

In addition, the report presents evidence that the financial boom played a critical role in the growth experienced by developing countries between 2003 and 2007, but that tighter conditions in the future are expected to result in weaker growth over the next 5 to 15 years.

 SYNOPSIS
The demise of Lehman Brothers and the subsequent financial crisis has produced huge aftershocks. In the western world: labour markets, the banking system, the pension system, public finance and general trust are all severely damaged and are scrutinized. In the newly developed world questions of economic growth, political influence and the limits of globalisation occur.

The neo-liberal paradigm and the dominance of the idea of free markets are questioned. In the diagnosis of the crisis the intellectual community has singled out four major causes: loose monetary policy, global imbalances, lax financial regulation and a theoretical bias in the academic world of economists.

What next?
